Rapture is Rage? Is Rapture new Project Rage?

I'm definitely the personification of a newb, so please don't verbaly rape me.

My question is; did Project Rage become Rapture? I can't find anything about it. If that is the case, am I still going to have the character I had on Rage? Or can it be moved?
